City Council

The Snyder City Council will take several steps toward bringing a long-promised apartment complex to southern Snyder when it meets by videoconference Monday.

The council will hold a public hearing on the developer’s request to annex 10.281 acres located south of Memorial Way and west of College Ave/Hwy. 350. The developer is K-Son, Inc., which is represented by Bill Smyrl.

 Following that hearing, the council is expected to approve the annexation, a resolution authorizing the Texas Housing Foundation to exercise its powers within the city limits and a cooperation agreement between the city and foundation.

According to the developer’s application for annexation, the apartment complex will not add to Snyder’s tax base.

The council will also discuss the budget, and may vote on the tax rate and scheduling a public hearing on the rate for Aug. 10. At that same meeting, the budget will receive its first reading. The council is expected to vote on the final budget on August 24.

Because the city’s taxable values increased over last year, the city staff is proposing lowering the tax rate from this year’s 48 cents per $100 valuation to 47 cents. That rate would generate $127,570 in additional revenue for the city and help fill a deficit in the proposed budget.

The no new revenue rate is 45.08 cents and the effective rate is the rollback rate is 47.15 cents per $100 valuation.

The council is also expected to vote on signing an electricity-provider contract, appoint a member and chairperson to the Tax Increment Financing (TIF) Reinvestment Zone Number One and six bids on properties being sold to satisfy tax liens.

The council will also vote on amending and extending its disaster declaration, quarterly investment report and June’s financial report.

Hermleigh ISD

The Hermleigh ISD school board will hold a special meeting Monday to conduct three items of business.

Following a public forum, the school board will meet in closed session to discuss personnel matters.

When they emerge from the closed session, board members will consider the possibility of an update to the planned 2020-21 school calendar due to COVID-19. Currently, Hermleigh school is scheduled to start Aug. 13.

The trustees will also consider an Operation Connectivity interlocal acquisition agreement with the Region 4 Education Service Center for technology purchases.

Finally, the board will consider employment of personnel. 

The meeting will be at 6 p.m. in the Hermleigh ISD Board Room located at the school and is open to the public.

Commissioners

Scurry County commissioners will hold a special session Tuesday morning meeting.

Following a public forum, commissioners will consider setting the sheriff’s fees for civil services for the upcoming year as required by Texas local code, as well as fees to be reported to the state comptroller.

Commissioners will also consider bids on tax deeds and property cards for trust property in the city of Snyder and consider certification of additional revenue in the form of supplement payments from the Texas Association of Counties for repairs due to an accident and for Health and Employee Benefit Pool (HEBP) surplus distribution.

Commissioners will also consider a contract for election services for all county entities.

Finally, the court will consider line item transfers, budget amendments and accounts payable before convening in closed session to discuss annual reviews of county department heads, including Scurry County Welfare department head Bianca Gonzales and Emergency Management Services department head Jason Tyler.
