Commissioners approve line-item transfers, budget amendments

The Scurry County Commissioner’s Court approved $487,885 in line-item transfers and $335,474 in budget amendments during Tuesday’s meeting.
Line-item transfers approved were:
• $120,369 for medical insurance expenses from Pct. 1 Justice of the Peace, Pct. 2 Justice of the Peace, auditor, tax collector, probation and Boys and Girls Club to commissioners’ court, county clerk, district clerk, maintenance, jail, Department of Public Safety, health unit and road and bridge for end-of-year adjustments.
• $120,329 for general payroll from the county auditor, jail, Scurry County Library, Scurry County Senior Citizens Center, Boys and Girls Club and airport to county judge, county clerk, district clerk, county attorney, district attorney, county treasurer, tax collector, maintenance, Department of Public Safety, Scurry County Sheriff’s Office, juvenile probation and parks department for end-of-year adjustments.
• $92,749 for Scurry County EMS from part-time, education and training, travel, capital expenditures and maintenance, repair and miscellaneous expenses to general payroll, unemployment, fuel and oil, vehicle expense, dues, equipment, other equipment less than $1,000, maintenance agreements and operating supplies to cover end-of-year costs.
• $34,237 for non-departmental expenses from appraisal district fees and property insurance to bookkeeping expenses, communications, computer maintenance, all department software maintenance and maintenance, repair and miscellaneous expenses for end-of-year adjustments.
• $11,439 for the road and bridge department from capital outlay to equipment and building and ground maintenance for end-of-year adjustments.
• $8,474 for department heads from the Boys and Girls Club and airport to maintenance, road and bridge, county welfare and the health unit for end-of-year adjustments.
• $10,031 for part-time payroll from the Boys and Girls Club to Scurry County Senior Citizens Center, Pct. 2 Justice of the Peace and extension service for end-of-year adjustments.
• $8,291 for the Scurry County Senior Citizens Center from postage, fuel and oil, utilities, auto expenses, Council of Governments match and capital expenditures to office supplies, food and operating expenses for budget adjustments for the end-of-year adjustments.
• $8,000 for the parks department from capital outlay to park maintenance, repairs and miscellaneous for end-of-year adjustments.
• $7,577 for unemployment from road and bridge, county clerk and jail to county judge, county clerk, district court, district clerk, county attorney, district attorney, treasurer, tax collector, maintenance, jail, Department of Public Safety, sheriff, health unit, county welfare, library, senior center, Boys and Girls Club, extension service, airport, Pct. 1 Justice of the Peace and Pct. 2 Justice of the Peace for end-of-year adjustments.
• $7,300 for the Scurry County Sheriff’s Office from fuel and oil and operating expenses to auto expenses and equipment to purchase light bars for units and new windshields.
• $7,275 for Social Security from the Scurry County Sheriff and airport to the county judge, maintenance, Department of Public Safety, juvenile probation and parks department for end-of-year adjustments.
• $6,564 for the Board of County Development from economic development projects to promotional projects and miscellaneous expenses because advertisement and promotion exceeded the budget.
• $6,151 for the district court from the court reporter and maintenance, repair and miscellaneous expenses to court-appointed attorney, witness expenses and jury expenses for end-of-year adjustments.
• $5,426 for worker’s compensation from the road and bridge department to the commissioners’ court, district attorney, maintenance, health unit, library and Boys and Girls Club for end-of-year adjustments.
• $5,000 for the road and bridge department from capital outlay to equipment for end-of-year adjustments.
• $3,000 for the health unit from utilities to equipment to purchase a computer to begin billing Medicare and private insurance.
• $3,000 for the Boys and Girls Club from activities and communications to food, utilities and operating supplies to cover projected expenses through the end of the year.
• $2,979 for the elected officials department from the district attorney’s salary to the commissioners’ court and Pct. 1 Justice of the Peace for end-of-year adjustments.
• $2,958 for retirement from the Boys and Girls Club to the district clerk, maintenance and juvenile probation for end-of-year adjustments.
• $2,050 for the county attorney’s office from education and training and supplies to public office liability insurance and equipment for end-of-year adjustments.
• $1,683 for the extension office from communications and fuel, oil and grease to office supplies, travel and maintenance, repairs and miscellaneous to cover end of the year expenses.
• $1,504 for the health unit from equipment to education and training for end-of-year adjustments.
• $1,196 for the district attorney from bonds and notary seals and public official liability insurance to office supplies for end-of-year adjustments.
• $1,067 for the district clerk’s office from maintenance, repair and miscellaneous, dues and lease rentals to office supplies, records and education and training for end of the year needs in the office.
• $1,000 for the tax collector from office supplies to maintenance agreements to cover a shortage in maintenance agreements.
• $1,000 for the justice of the peace courts tech fund from Pct. 2 Justice of the Peace maintenance, repair and miscellaneous expenses to Pct. 2 Justice of the Peace maintenance agreements for end-of-year adjustments.
• $826 for the district attorney’s office from district attorney salary to salary supplement for end-of-year adjustment due to new legislation.
• $799 for the Pct. 1 Justice of the Peace from communication to office supplies, autopsy expenses, lease rentals and bonds and notary for end-of-year adjustments.
• $720 for the parks department from park clothing allowance to other equipment for end-of-year adjustments.
• $658 for the court tech fund from courthouse capital outlay and courthouse renovation to district court tech fund equipment and county court tech fund equipment because technology improvements were needed in both courtrooms to better facilitate court proceedings.
• $642 for the county treasurer from office supplies to general payroll for end-of-year adjustments.
• $625 for the parks department from park clothing allowance to other equipment for end-of-year adjustments.
• $500 for the Boys and Girls Club from activities to food to cover projected expenses through the end of the year.
• $400 for the Scurry County Sheriff’s Office from equipment more than $5,000 to equipment less than $1,000 because of a late equipment purchase.
• $396 for the district judge from education and training to office supplies for end-of-year adjustments.
• $387 for the district attorney from education and training to witness expenses and office supplies for end-of-year adjustments.
• $315 for the Scurry County Library from part-time to general payroll for end-of-year adjustments.
• $273 for the Scurry County Senior Citizens Center from activity expense to operating expense for end-of-year adjustments.
• $261 for the health unit from utilities to office supplies and education and training to cover budget for 2015.
• $218 for the Scurry County Sheriff’s Office from bonds and notary seals to lease and rentals for end-of-year adjustments.
• $116 for the county jail from jail infirmary expenses to operating supplies for end-of-year adjustments.
• $100 for juvenile probation from bonds and notaries to cellular service to cover needed items in the cellular service line.
Budget amendments approved were:
• $281,802 for the road and bridge department for professional fees, progress drive and the Cavendar Road bypass because the Texas Department of Transportation’s transportation grant will reimburse 80 percent of the project cost and professional fees line, but the funds might not come until 2016.
• $27,099 for the Scurry County Golf Club for ad valorem taxes and renovation and improvement for annual property taxes and electrical work and reroofing the club.
• $24,177 for Scurry County EMS for capital equipment and professional services for the use of revenue from ambulance supplemental program toward additional equipment and professional services for ambulance billing services.
• $2,396 for insurance proceeds for Healthy County Choices check for county participation.
