Commissioners to vote on solar farm abatement

The Scurry County Commissioners’ Court will vote on a 100-percent, 10-year tax abatement for Midwest Solar Power, LLC, when it meets Tuesday.
At its Oct. 4 meeting, the court tabled action on an abatement for a proposed solar farm in the SnTx Industrial Park. At the court’s Oct. 18 meeting, commissioners approved updates to the tax abatement guidelines for entities inside and outside city limits.
On Oct. 17, the Snyder City Council approved a 100-percent abatement for 10 years for Midwest Solar Power. Jimmy Chandler, of Midwest Solar Power, said the company plans to spend $550,000 to build the farm.
Once complete, the company would sell the electricity generated at the farm to Big Country Electric Cooperative. Because of an agreement with Big Country Electric, the company would be able to use a 30-percent tax credit the first several years the solar farm is in operation. Big Country Electric would have the option to purchase the solar farm’s equipment at a lower cost in the future.
The company will also seek abatements from Western Texas College and the Scurry County Hospital District. The scope of the project was well below the state guidelines that would have allowed Snyder ISD to offer an incentive.
The court will also vote on specifications and seek bids for grounds maintenance management at the Scurry County Golf Course.
The court will hear a presentation from financial advisor Vince Vialle, of Specialized Public Financing, about refinancing 2009 certificates of obligation. The court refinanced part of the jail bond debt already.
The court will consider a request from Pct. 4 Commissioner Jim Robinson to fill an employee vacancy. Robinson lost an employee recently and due to the county’s recent “hiring freeze,” Robinson must request permission from the court to hire a replacement.
The court will consider a probation audit from Condley & Company, LLP. The court will hear the county treasurer’s third quarter report and will vote on whether to renew the retiree supplemental insurance for 2017.
The court will also consider increasing the Hermleigh Water Works change fund from $100 to $200.
Commissioners will vote on any line-item transfers and budget amendments.
The meeting will begin at 10 a.m. Tuesday in the Scurry County Courtroom, located on the third floor of the Scurry County Courthouse, and is open to the public. There is no time set aside for the public to comment on non-agenda items.
