Council to consider certificates of obligation to pay for water upgrades

The Snyder City Council will vote on an ordinance authorizing the sale of certificates of obligation for upcoming water and wastewater system upgrades when it meets Monday.
According to City Manager Merle Taylor, the upgrades are expected to cost $4.1 million and the certificates will be repaid with funds the city began collecting in October through higher water bills.
However, Monday’s meeting agenda does not include a vote or discussion of the city’s proposed street maintenance fee. During the last meeting, council members asked the city staff to update the fee structure to increase residential rates to $5 per household and to model the commercial rates after Abilene’s street maintenance fee schedule. Those rates range between $25 and $75 per month based on a number of factors, including business type and building size.
The council will also vote whether to sell two lots that are held in trust for outstanding liens and sold through an online auction. The high bids were $60 and $500 for the two lots. 
The council will vote how to allocate the city’s votes on the ballot for the Scurry County Appraisal District board of directors. The five names on the ballot are Jay Waller, Ronnie Anderson, Fred Cross, Clarence Spieker and Jerry Boyd. The council will also appoint three new board members to the Tax Increment Financing Zone, as well as appoint a member as the chairperson.
An interlocal agreement between the city and Department of Public Safety for a failure to appear program will be presented for approval.  Taylor said the program revokes driver’s licenses of defendants who do not appear for a court hearing. 
The council will also vote whether to approve the quarterly investment report and September financial statement.
The meeting will begin at 5:30 p.m. in the council chambers at Snyder City Hall. A time has been set aside for the public to comment on non-agenda items.
