County to allow public comments during meeting

After months of denying the public an opportunity to comment on non-agenda items during its meetings, the Scurry County Commissioners Court changed its policy and will allow public comments at the beginning of Tuesday’s meeting.
Commissioners will also conduct a public hearing on the proposed designation of a new reinvestment zone.
The zone contains approximately 23,571 acres located in northwest Scurry County.
After the public hearing, commissioners are scheduled to vote on accepting the zone boundaries.
Commissioners will also discuss the terms of a proposed tax abatement agreement with Fluvanna Renewable Energy Project, LLC.
The court will also consider entering into a road use agreement with Fluvanna Wind Energy Project, LLC, for roads in the county relating to the construction and installation of wind turbines in the northwest part of the county.
The court will also consider the adoption of updated guidelines and criteria for tax abatements.  The new agreements would replace those that were recently rescinded after the scope of the proposed wind farm changed.
Commissioners will hear an update on the Cavendar Road truck bypass and consider extending the time for taking and considering proposals for a Solar Photovoltaic Power Purchase agreement. This year’s county budget includes money for the bypass project, but no other major capital projects. 
The court will consider a primary joint resolution authorization on a joint contract among the chairmen of the county’s Democrat and Republican parties.
Commissioners will vote to seek bids for fuel, oil, grease, asphalt, gravel, scrap metal and iron.
The court will also consider certification of additional revenue from an insurance claim for damage done to the Winston Field airport hangar.
The court will review the tax assessor-collector continuing education transcript and file for record with the commissioners’ court, as required by the Texas Property Code.
The court will also consider accepting donations to the Scurry County Senior Citizens’ Center and approval of any line-item transfers and budget amendments.
The meeting will begin at 10 a.m. Tuesday in the Scurry County Courtroom, located on the third floor of the courthouse, and is open to the public.
