County approves payroll deduction for CLEAT dues

At the Scurry County commissioners meeting Tuesday, Snyder Police Association representative and Snyder Police Officer Josh Reeves and D.J. Scott, a field representative with the Combined Law Enforcement Association of Texas (CLEAT), asked the commissioners to approve payroll deductions for county law enforcement personnel’s CLEAT dues.
Reeves told commissioners that the Snyder Police Association recently changed its bylaws to admit Scurry County Sheriff’s Office employees.
“The Snyder Police Association is affiliated with the Combined Law Enforcement Association of Texas,” he said. “It allows them to be a part of our association, and they’re already eligible to be members of CLEAT themselves.”
While city police officers have the opportunity to deduct CLEAT dues directly from their paychecks, sheriff’s office employees do not have that option, he told the commissioners.
County Judge Dan Hicks, a former police officer, said the Snyder Police Association and CLEAT are both good organizations.
“Snyder Police Association does a lot for the community,” he said. “And CLEAT, they are a great organization for law enforcement. It’s protection for them. There’s an investigation anytime something happens, lawsuits or criminal action. If there’s criminal action, there’s criminal action, but they’re both good associations.”
Commissioners unanimously approved providing vendor status to CLEAT and the Snyder Police Association.
The commissioners also approved the county’s holiday schedule for 2020. County holidays will include New Year’s Day (Jan. 1), Martin Luther King Day (Jan. 20), President’s Day (Feb. 17), Texas Independence Day (March 2), Good Friday (April 10), Memorial Day (May 25), Independence Day (July 3 — July 4 is on a weekend), Labor Day (Sept. 7), Columbus Day (Oct. 12), Veterans Day (Nov. 11), Thanksgiving (Nov. 26 and 27), Christmas (Dec. 24 and 25) and New Year’s Eve (Dec. 31).
Commissioners also set Commissioners Court meeting dates for the upcoming year as the third Tuesday of each month.
The commissioners voted to renew the Victim Information and Notification Everyday (VINE) service, an online network that provides information about the incarceration status of offenders to victims and other interested parties.
The service is provided to the county free of charge by the state of Texas, and the county has used the service since 2006.
The court also voted to accept donations to county entities, and to certify additional revenue from other counties for housing inmates in the Scurry County Jail.
After discussing and pulling a $200,000 line-item transfer from Pct. 1 commissioner Terry Williams, commissioners approved the following line-item transfers and budget amendments:

$2,000 from fuel and oil to part-time employees for the Road and Bridge Dept. To pay part-time employees.
$283 from office supplies, $53 from postage, $200 from tires and tubes and $36 from janitorial supplies to fuel oil and grease, operating supplies and expenses and cellular services for the golf course. To balance deficit amounts.$258 from tires and tubes, $120 from janitorial supplies, $2,072 from contract services and $10,204 from lease/rentals to medical insurance, utilities, maintenance, repair and miscellaneous expense and ground supplies at the golf course. $600 from general payroll to part-time employees at the county clerk’s office. To pay election workers.
$10,500 from part-time employees and $400 from park utilities to capital outlay and park communications at the park department.
$2,000 from maintenance and $1,500 from activity to utilities and lease/rentals at the Scurry County Youth Center. To cover shortage costs through the end of the year.
$100 from maintenance, repair and miscellaneous expenses for Justice of the Peace Pct. 1. Shortage for payments made to Tyler Case Management and Support.
$2,000 from general payroll and $200 from drug expenses to part-time employees and office supplies for Scurry County Welfare.
$3,000 from doctor/medical fees to operating supplies at the Scurry County Jail. Increased inmate population.
$3,679 from education and training and $100 from investigative expense to operating supplies and fuel and oil at the Scurry County Sheriff’s Office. Increased transports and inmate population.
$5,400 from machine hire to equipment $1,000 to $5000 at the Pct. 3 Road and Bridge Department. Sprayer for Maverick West to control weeds.
$400 from office supplies to education and training at Justice of the Peace Pct. 2. To clean up over-budget line in training.
$223 from office supplies to election expense at the county clerk’s office. Cost of election.
$160,000 from road and materials, $3,000 from utilities, $25,000 from fuel, $4,000 from tires and tubes, $3,890 from machine hire and $10,000 from operating supplies to capital outlay for the Road and Bridge Department. For blade and mowers.
$38 from equipment $1,000 to $5,000 to quipment less than $1,000 for information Technology. To clear up a line.
Budget Amendments
$5,500 to utilities, $2,500 to ground supplies, $699 to fuel oil and grease, $4,000 to maintenance, repair and miscellaneous, $4,000 to medical insurance and $2,545 to part time employees at the golf course. Projected costs until end of year.
$8,300 to utilities and $6,400 to contract labor at the Scurry County Jail. Third pod open and additional prisoners — funds from certified revenue.
