DCOS board to discuss services for rail park work

The Development Corporation of Snyder (DCOS) board of directors, on Thursday, will discuss using Via Rail Logistics for professional services related to a new design, engineering and administration of the bid process for the Snyder Rail Park.
A vote to use the company comes after February’s action to table bids on moving two dirt mounds at the rail park. At the Feb. 17 meeting, the board agreed it did not feel comfortable accepting any of the nine bids after hearing from one of the bidders and Executive Director Bill Lavers. Cole Herring, of Herring Services, said the bid process was “loosey goosey.”
Lavers said the specifications were changed at least three times by engineers at Parkhill, Smith and Cooper, but no addendums were made to the bid process.
Herring said that addendums should have been made each time the plans changed.
The board will also vote on retaining Karr Ingham, an economist with Ingham Econ, LLC, to “quantify to the best extent possible the true and full economic impact to the city/county/region of the activities of the Development Corporation of Snyder, Inc.”
A closed session to discuss real property and prospects is on the agenda. Any action from the closed session will be conducted when the board reconvenes in open session.
Lavers is also scheduled to give his executive director’s report during the meeting, which will begin at 7 a.m. in the DCOS boardroom, located in the Prosperity Bank complex. The meeting is open to the public.
