DCOS to request hiring bylaws change

While not a change in practice, the Development Corporation of Snyder is cleaning up its bylaws in how it hires an executive director.
According to DCOS Executive Director Brooke Proctor, during Friday’s meeting the organization voted to propose a change to the way its director is selected.
“We had some amendments on the bylaws. The original bylaws (are) from 1992,” she said. “The original bylaws stated that the city council did the hiring and firing of executive directors. So we’ve amended it to say that the board of directors does the hiring and firing, with the city council’s approval.”
Proctor said the proposal will be presented during the upcoming city council meeting.
“We discussed that with a lawyer and we’ll present it to the city council at the next meeting, and then go from there,” she said. “I don’t foresee a problem there. And then the board will move forward with the hiring process.”
Proctor announced on Jan. 11 that she is resigning her position effective March 27 to move with her family to Lubbock.
The board heard a report from United States Department of Agriculture area director John Powell of Abilene on the DCOS’ position on outstanding loans.
“We have some loans out there, and we just got an update from him on where we stand on those. No action there. We just got an update,” Proctor said. “With the new board members, we just wanted to keep them abreast of what’s going on with those loans.” 
Board members discussed, but didn’t vote on changing the way the DCOS handles loan payments it receives, addressing the possibility of immediately reloaning those funds instead of absorbing the payments into the organization’s general fund.
