Most county entities to adopt budgets next week

It will be a busy week for Scurry County’s seven taxing entities as each plans to meet in order to address their 2019-20 budgets.
Six of the seven entities, as well as the Development Corporation of Snyder (DCOS), will hold special meetings to adopt a budget for the new fiscal year. The county’s three school districts will also hold public hearings on their proposed tax rates and budgets prior to final adoption.
The Snyder City Council will meet at 5:30 p.m. Monday to hold a public hearing on its 2019-20 budget as well as to vote to adopt the budget and property tax rate. The Hermleigh ISD board of trustees will meet at 7 p.m. Monday for its public hearing and meeting to adopt a budget and tax rate.

On Tuesday, the Scurry County Commissioners’ Court will hold the second of two public hearings on the county’s proposed tax rate of 44.98 cents per $100 valuation. 
Several people have expressed concerns about maintaining the current tax rate, which is more than 10 cents higher than the rollback rate. Tuesday’s meeting will begin at 10 a.m. in the third floor courtroom of the Scurry County Courthouse.
The Scurry County Hospital District board of directors will hold a public hearing on the tax rate at 8 a.m. Wednesday in the Cogdell Memorial Hospital administration wing boardroom. The board will vote to adopt the budget and tax rate during the regular meeting, which will follow the public hearing.
The hospital board voted to use a tax rate of 24.7 cents per $100 valuation and planned to have two public hearings. However, the first public hearing’s meeting was not posted correctly and the administration decided to use the effective tax rate — which brings in the same amount of ad valorem taxes as the current year. The effective rate is 24.21 cents per $100 valuation.
The board was presented with a $37 million budget to review. The budget is up from $33 million for the current year. The increase is due to a construction loan and federal government reimbursement payments not being scheduled during the budget year.
The Western Texas College board of trustees will meet at 11:30 a.m. Wednesday to vote on the 2019-20 budget and tax rate. No one spoke during two public hearings on the proposed tax rate of 26.55 cents per $100 valuation. 
The proposed rate will bring in $475,830 more revenue than the current year to help fund a more than $20 million budget. 
The college’s board will meet in the Palmer Hall boardroom.
At noon Wednesday, the DCOS board of directors is scheduled to vote on the 2019-20 budget, which also must be approved by the Snyder City Council. The board tabled action on the budget earlier this week because some information was not available. The meeting will be held in the DCOS office boardroom.
The boards for Snyder ISD and Ira ISD will hold public hearings and later vote on the districts’ respective property tax rate and budgets.
Snyder trustees approved a proposed tax rate of $1.033 per $100 valuation, a decrease of eight cents from the current rate. The meeting will be held at 6 p.m. Thursday in the administration office boardroom.
The Ira board’s hearing and meeting are also scheduled for 6 p.m. Thursday in the Roy Sallee Gym boardroom.  Trustees approved a proposed tax rate $1.4925 per $100 valuation for the coming school year, a decrease of 14.75 cents from the current tax rate.
