Most local STAAR passing rates below state total

Two of the three Scurry County public school districts lagged behind the state average in the final results of the State of Texas Assessments of Academic Readiness (STAAR) spring test administration.
Ira ISD, with 271 students, consistently graded above the state passing rate in all STAAR test results, while Snyder ISD and Hermleigh ISD were below the state passing rates on the tested subjects.
Snyder ISD administered 4,650 STAAR tests to students this school year, compared to 464 for Ira. Hermleigh ISD did not release its total number of tests administered. 
Statewide, more than 7 million STAAR tests were administered this past school year.
Ira students consistently scored above the state passing rate in English/language arts, mathematics, science, social studies and writing.
In comparison, Snyder and Hermleigh students were below the state rate on the tested subjects, although Snyder students were within 10 percentage points of the state passing rate on math tests.
Students who earned an approaches designation were likely to succeed in the next grade or course with targeted academic intervention. Students generally demonstrated the ability to apply the assessed knowledge and skills in familiar contexts, according to the Texas Education Agency (TEA).
The second highest classification was meets standards. This designation means students have a high likelihood of success in the next grade or course, but may still need some short-term, targeted academic intervention. According to the TEA, students who meet standards demonstrate the ability to think critically and apply the assessed knowledge and skills in familiar contexts. 
The highest passing classification is masters standard. The TEA said students who earn this designation are expected to succeed in the next grade or course with little or no academic intervention. Students in this category demonstrated the ability to think critically and apply the assessed knowledge and skills in varied contexts, both familiar and unfamiliar, the agency’s website stated. 
Texas Education Commissioner Mike Morath said Texas students showed overall improvement in test scores compared to 2018.
“This year’s STAAR scores demonstrate Texas students are learning more in the core subjects designed to set them up for future success,” Morath said. “More students are meeting grade-level expectations in Texas, and this is because of the incredibly talented work of our educators in classrooms around the state.”
