WTC trustees to discuss $19.5 million budget

The Western Texas College administration will present a proposed budget of $19.5 million to the board of trustees Monday.
No action is scheduled to be taken on the budget, but Chief Financial Officer Patricia Claxton will discuss the major shifts in revenue and expenses she is proposing. 
On the revenue side, the major increase will be $213,600 in tuition and $155,460 in payments in lieu of taxes, according to notes provided by Claxton.
The administration is also proposing a 3 percent salary increase for full-time employees, which is one of the major increases in expenses. According to Claxton’s notes, the salary increases will add $165,863 to expenses.
The proposed budget includes $284,844 in additional expenses and revenue compared to the 2017-18 budget.
The board will also discuss the dates of the August board meetings. On Aug. 13, the board is scheduled to vote on the proposed tax rate and set public hearings for the tax rate. Claxton will discuss the tax rate during Monday’s board meeting. 
Public hearings are tentatively scheduled for Aug. 20 and Aug. 23 with the final adoption of the tax rate and budget set for Aug. 28. All of the August meetings and hearings will be held at 12:30 p.m. in the Palmer Hall boardroom.
Also during Monday’s meeting, trustees will vote to accept the 2018-19 student handbook and a tuition increase for the electrical lineman program. The board will also vote on hiring a new physics instructor.
WTC President Dr. Barbara Beebe will discuss other personnel changes that do not require board approval and give her monthly report.
A closed session to discuss personnel or consult with the college’s attorney is listed on the agenda. Any action will be taken in open session.
Monday’s meeting will begin at 12:30 p.m. in the Palmer Hall boardroom and is open to the public.
