$1 billion in protests being heard by ARB this week

The Scurry County Appraisal District’s Appraisal Review Board (ARB) began a two-day process of hearing taxpayer protests today.
More than 1,000 accounts are being protested, although that number does not reflect the actual number of property owners appearing before the ARB. For example, Kinder Morgan, Scurry County’s largest taxpayer, is protesting 540 accounts, Chief Appraiser Jackie Martin said.
In total, more than $1 billion in appraisals have been appealed to the ARB, while $2.1 billion in valuations are not under review, Martin said.
Going into the protests, total county valuations had been assessed at $3.15 billion.
Within a few days of the protests being completed, the appraisal district will announce final certified appraisal figures.
Also today, the ARB approved motions to correct prior years’ valuations. Martin said three motions were submitted to the board and those changes would be refunded to the taxpayers.
In other business, the ARB approved the 2019 supplemental appraisal records.
Martin said the supplemental changes detailed changes to the tax rolls after notices were mailed to taxpayers earlier this year.
“About May 15, we were in the process of delivering notices to property owners,” Martin said. “At the same time, we were receiving notices from taxpayers concerning changes to their property. There was a bit of lag time between the first notices and the time our work was completed.”
Also today, David Holt was sworn in as an auxiliary member of the ARB. In that capacity, he will able to ask questions during protests, but will not vote, Martin said.
