CEO evaluation tops hospital board agenda

The Scurry County Hospital District board of directors will conduct the annual evaluation of Cogdell Memorial Hospital CEO Ella Helms on Wednesday.
The board will conduct the evaluation in closed session, but any action resulting from the evaluation discussion will be taken in open session. 
The agenda stated the board will also meet in closed session to “discuss annual board self-evaluation,” which all other governmental bodies do in open session. The board self-evaluation is listed under closed session regarding personnel matters, but Helms said by email Monday that Wednesday’s discussion, which will cover the evaluation process and distributing materials, would be held in open session. The discussion about the evaluation results will be held during a future meeting.
According to the Texas Attorney General’s handbook on the Texas Open Meetings Act, the personnel exception to the open meetings act only covers individual employees, not groups.
A separate closed session will be held to discuss the latest quality assurance report. No action is expected to be taken after that closed session, according to the agenda.
Board members will vote on the reappointment of Dr. Courtney Cowden, Dr. Charles Bloomer and Dr. Allan Ganesh and the purchase of IV pumps. 
Directors will also hear reports from the medical staff, including an update on blood supply levels, finance committee, nursing department quality management team and the administration.
The meeting will begin at 8:30 a.m. in the hospital administration wing boardroom and is open to the public. Time has been set aside for the public to comment on non-agenda items.
