City Council expands sealcoating project

Several additional streets will join 30th Street and Memorial Way receiving new surfaces.
The Snyder City Council approved a nearly $400,000 bid to sealcoat 30th Street between College Ave. and El Paso Ave. and Memorial Way from College Ave. to 48th Street. Also added to the project were Ave. E between 37th Street and 30th Street and 25th Street to the city limits; 26th Street from Ave. F to Ave. Q; and 42nd Street from College Ave. and Austin Ave.
Robert R. Wagner and Company of Kendalia submitted the low bid and is expected to begin work in August.
Council members discussed a tax abatement request from Llano Escondido, LLC, for a proposed apartment complex. The complex would be located along Ave. T between 21st and 22nd Streets, according to a drawing in the agenda packet. The city staff will move ahead with creating a reinvestment zone, scheduling public hearings and finalizing abatement paperwork.
Developers Jimmy Erwin and Frank Saletta said phase one of the project will include 32 apartment units with rent for a one-bedroom unit being $1,000 per month.
Erwin and Saletta originally sought incentives from the city for the project in January 2016. Saletta said the projeect would not move forward without the abatement.
The council approved a pair of COVID-19-related items, extending the city’s disaster declaration until July and applying for a grant with the Texas Division of Emergency Management for the Coronavirus Relief Fund Program.
Council member Sarah Jamison voted against extending the declaration.
The grant, which could be up to $625,900 based on a per capita formula, will help the city cover COVID-19-related expenses above and beyond what was budgeted, such as overtime. Taylor said the city had currently incurred about $3,000 in eligible expenses. Any unspent grant money would be returned to the federal government. The council also approved quarterly investment and April financial reports, and re-elected Steve Highfield as mayor pro-tem.
