City to pay 2.27 percent interest on certificates of obligation

The Snyder City Council learned the city will pay a 2.27 percent interest rate on roughly $4 million in certificates of obligation to be sold for the next phase of water and wastewater system upgrades.
Vince Vialle, managing director at Specialized Public Finance, Inc., told council members the low bidder was The Baker Group. 
The certificates’ annual payments will cost the city slightly more than $250,000 per year, with the money coming from increased water fees that went into effect in October.
The council voted to sell two lots that are held in trust for outstanding liens and sold through an online auction. The high bids were $60 and $500 for the two lots, which are located at 106 33rd Street and on Peyton Ave. near Ave. U, respectively. 
The city will split its votes evenly between the five candidates on the ballot for the Scurry County Appraisal District board of directors. The candidates are Jay Waller, Ronnie Anderson, Fred Cross, Clarence Spieker and Jerry Boyd.
Council members will re-appoint Keith Matthies, Duane Summer and Brooke Proctor to the Tax Increment Financing Zone, if they are willing to serve, and appointed Proctor the chairperson.
The council also voted to approve an updated interlocal agreement between the city and Department of Public Safety for a failure to appear program. 
Drivers who fail to appear for a municipal court hearing or fail to pay any fines will be unable to renew their driver’s licenses.
Court Administrator Gabby Scott said the change is related to fees the state collects, which are expected to change again in a few months. That change will lead to another revised agreement.
The council also approved the quarterly investment report and September financial statement.
