Commissioners certify extra revenue from health program

The Scurry County Commissioners’ Court certified $2,375 in additional revenue from proceeds from the Texas Association of Counties Health and Employee Benefits Pool (HEBP) during today’s meeting.
The revenue came from the HEBP healthy counties program — an incentive program that encourages county employees to exhibit better health habits.
Commissioners approved $703,545 in line-item transfers:
• $441,248 for the road and bridge department from office supplies, fuel/oil, machine for hire, roadway material, safety training, communications and utilities to appointed official, payroll, part-time employees, Social Security, retirement, worker’s compensation, unemployment, tire expense, operating expenses, interest expenses, non-travel meal, maintenance/repair, building maintenance, medical insurance, capital expenditure under $5,000, equipment expenditure under $1,000, but over $5,000, and equipment under $1,000.
• $93,909 for the probation office from other equipment under $1,000, automobile expenses, clothing allowance, general payroll, part-time employee, Social Security, retirement, communications, cellular service, maintenance, repair and miscellaneous expenses, medical insurance expenses, automobile expenses, education/training, equipment over $1,000, lease rentals, bonds/notaries, audit expenses and professional fees to worker’s compensation, unemployment, office supplies, travel expenses, residential services, non-residential services, copier supplies, general payroll, Social Security, retirement and unemployment.
• $62,955 listed as non-departmental from legal service, audit expense, bookkeeping expense, communications, utilities, all departments software maintenance, general liability insurance and other equipment under $1,000 to postage, maintenance, repair and miscellaneous expenses, computer maintenance, county share of medical expense and capital outlay over $5,000.
• $13,600 for the Scurry County Boys and Girls Club from activities supplies and office supplies to program expenses and other equipment.
• $35,170 for the parks department from fuel/oil, tires, road materials/construction, operating supplies, education/training, contract labor and park utilities to swimming pool salaries, unemployment insurance, pool supplies, cellular service, automobile expenses and equipment under over $1,000.
• $25,500 for the county welfare department from other equipment, maintenance equipment, doctor/medical fees, communications and maintenance agreements to funeral expenses and drug expenses.
• $4,878 for the Pct. 2 Justice of the Peace office from education/training, communications, maintenance, repair and miscellaneous expenses, lease rentals, bonds/notary and medical insurance expenses to office supplies and autopsy expenses.
• $4,500 for the county judge’s office from part-time employee, administration expenses and education/training to visiting judge’s salary, dues and doctor/medical fees.
• $,7000 for the Scurry County Senior Citizens Center from fuel/oil, utilities and capital expenditures under $5,000 to food and maintenance/repair and miscellaneous expenses.
• $3,500 for the Scurry County Library from periodicals, building maintenance, communications, postage, education/training and office supplies to new books.
• $2,557 for the Scurry County Extension Office from fuel/oil/grease, demonstration, office rental and travel to office supplies, travel, maintenance, repair and miscellaneous expenses.
• $2,500 for the sheriff’s office from operating supplies and maintenance, repair and miscellaneous expenses to investigative expenses, automobile expenses and lease rental.
• $2,700 for the Scurry County Jail from education/training and capital expenditures under $5,000 to infirmary expenses and equipment over $1,000.
• $1,800 for Winston Field from travel, other equipment under $1,000 and capital outlay to utilities and communications.
• $928 for the county auditor’s office from Social Security tax, communications, maintenance agreements to unemployment insurance, education/training and maintenance, repair and miscellaneous expenses.
• $363 for the county treasurer’s office from communications to education/training.
• $300 for the maintenance department from ground supply to elevator maintenance.
• $137 for district court report from other expensed to unemployment insurance.
County Auditor Angela Sanchez said she “reviewed every one of them and I don’t have any concerns about any of them.”
The court approved a budget amendment for the county judge’s office totaling $5,523 to account for the state salary supplement that changed on Sept. 1. The supplement was not previously budgeted.
Commissioners also accepted donations to the library and senior center.
