Hospital board tables decision on contractor

At its meeting this morning, the Scurry County Hospital District’s governing board voted to table selection of a construction manager for a planned $4.2 million building project at Cogdell Memorial Hospital.
The project, which includes expansion of the hospital’s rural health clinic as well as the pharmacy and nuclear medicine departments, received four bidders:  Wiley Hicks Construction, Collier Construction, M.W. Builders and Teinert Construction.
The hospital board heard proposals from three of the four bidders at its previous meeting.
Board president Russell Riggan suggested tabling the matter to give hospital staff a chance to put together project proposals that align more closely, allowing board members a chance to make a direct comparison between them.
“So you want to authorize (Cogdell CEO) Ella Raye (Helms) to go back and get those exact numbers, so it’s an apples-to-apples comparison? Then maybe in a week or two have a special meeting?” he asked.
“If they get the numbers today, today being Wednesday, and we have to post for 72 hours, we could have another meeting on Monday or Tuesday and have a quick 50-minute meeting,” board member Mike Tyrell said.
Two front runners in the selection process appear to be Wiley Hicks — the company that managed a previous major construction project at the hospital — and Teinert, based on comments from board members.
“They’re both capable. They both can do it. They both have a reputation and they’re both relatively close on the score, to my mind,” Tyrell said.
In other business, the hospital approved allowing certain approved employees to carry concealed firearms.
“We would like to proceed authorizing and inviting specific individuals to be armed on campus, and they would be people who have their concealed-carry license,” said Helms.
The board approved the measure unanimously. The board approved several policies including a new policy endorsing “Avoid, Deny, Defend” active shooter response procedures at the hospital.
The board heard the medical staff report, presented by Dr. David Kerr, and approved credentialing of new appointee Dr. Rajesh Gogia and re-appointing Gerald Hargrave, a physician’s assistant.
Kerr also gave presentations relating to documents, policies and forms for emergency services and trauma, perinatal services, employee health, surgical services and ambulatory scope of services.
Chief Nursing Officer Kristi Hanley shared information on documents, policies and forms related to service animals and to the hospital’s quality manual.
Board members also reviewed contracts, a compliance report and drug pricing program policies which limit the cost of outpatient drugs, called “340B” policies.
Cogdell Facilities Director Renie Gaydos was appointed safety officer for the hospital by a unanimous vote.
Helms presented the board with an update on inspections of buildings near the hospital and of hospital equipment.
Gaydos and Laboratory Director Bill Dickinson gave an end-of-cycle report, as well as report on facility management compliance codes inspection for 2019.
The board met in closed session to discuss compliance with the Texas Health and Safety Code, but took no action.
