Hospital board tables solar array abatement

The Scurry County Hospital District board of directors approved an updated tax abatement agreement and tabled a new agreement today.
The board approved an updated agreement with Fluvanna Wind Energy, LLC, because the company’s lender changed since the original agreement was approved. The terms of the 10-year abatement did not change.
The district board will have to revise it abatement guidelines before it can approve a 10-year, 100-percent abatement for Midwest Solar Power, LLC. The board is schedule to update the guidelines to include 100-percent abatements during its Dec. 28 meeting. The current guidelines state the district can only offer abatements on a sliding scale basis.
Directors approved issuing $8.5 million in revenue and refunding bonds. The money will be used to pay off the current $10 million loan with First Bank and Trust as well as construction costs.
At the Dec. 28 meeting, the board is scheduled to vote on issuing $4.8 million of additional bonds to cover the remaining costs of the project.
The board originally approved a $10 million loan through First Bank and Trust for the project, but other hospital areas were in need of renovations, Cogdell Memorial Hospital Chief Executive Officer Ella Helms said.
Renovations will be made to the emergency room and radiology department and a new a mechanical system for the hospital will be installed with the extra $2 million, Helms said.
The district will have to pay off the $8.5 million over 15 years. The bonds carry a 3.4 percent interest rate.
The board made four reappointments during today’s meeting — Renie Gaydos as safety officer, Bill Dickinson as environment of care chairman, Lori Baldwin as infection control officer and Kristin Hanley as the administration and board’s representative on the quality management committee.
Janice Boil and Sandra Salinas were appointed to the hospital foundation board. The appointment of an OB medical director was tabled because the medical staff has not approved the appointment.
Dr. James Burleson reported that the medical staff elected new officers — chief of staff Dr. Bid Cooper, vice chief of staff Dr. Oscar Martinez and secretary Dr. Ryan Morris.
The board approved updated policies and procedures recommended by the medical staff, but some were tabled pending medical staff review.
Following a 21-minute closed session to discuss quality assurance, no action was taken.
